The tables on this site do not only show specific attributes for each tank, their primary focus is to compare all tanks of a class against each other.
So while you still got the actual values for each attribute (tooltip on mouseover), the visible values are given in percent of the best value that a tank in the current class had for this attribute.
What are these tables?
The tables can be used to compare, how a tank performs against the other tanks in his class, regarding a single attribute (like bullet penetration or speed) or even cumulated ratings like offensive or defensive abilities. For the sake of completeness, also an overall rating is included, but please don't take this too seriously. Read in the next section, why...
What are they
not?
These tables can not tell you, which tank is
the best tank in the gameor something like that, they cannot even tell you, which tank is the best in it's class. If you look at the overall rating, no tank reaches 100%, and only a few tank reach even 80%, which means that there is no tank that is better in all attributes than the other tanks in it's class, not even remotely (which is a good sign of a well balanced game, btw.).
The ratings are meant to compare the specific attributes of the tanks of each class against each other, so you can see which tank best fits your preferences, your abilities and your gameplay.

General Approach
Tanks are only compared within their type. For each Type and Attribute, a maximum is defined. If bigger values are considered to be better, the rating is calculated as value/max, if lower values are better, then it is max/value (or to put this straight: all basic ratings are given in % of the best value for each attribute).
Some attributes do not have a reasonable meaning on their own and have therefore been combined with related attributes. These are
Gun Arc: Sum of left and right arc
Gun Elevation: Sum of high and low arc
Normalized Ammunition: Min. constant fire rate in seconds (how long could you fire your gun without running out of ammo). This rating is pretty important, as it makes automatic guns with thousands of shells more comparable to big and slow ones.
Damage per Second: The damage a gun can deal per second (for each ammo type). Prevents that slow high-damage guns are rated way better than fast low-damage guns. Of course, penetration needs to be high too, to get a good offensive rating.
Hull / Turret Armor: Cumulation of front, side and rear armor.
Based on these basic attributes and the metrics in this list, cumulative ratings are created, namely
Offense: Offensive attributes like damage, penetration, accuracy, aimtime, ...
Defense: Defensive attributes like hitpoints, hull- and turret armor (if any), as well as the ability to rotate turret and tank (e.g. when getting in an ambush)
Mobility: Speed and Agility
Recon: Viewrange and radio transmission range
Cost-Benefit-Ratio (currently not used)
Note that the usage of attributes by different ratings is nonexclusive, which means that e.g. turret traverse can be part of the defensive and mobility-rating.
For the above ratings, individual weights are defined for each tank type (e.g. accuracy is way more important for arty than light tank...), and the same way an overall rating is created, combining the previous ratings in a way that makes sense for the specific tank types.
